SPiD is a full featured gallery management with a backend written in PHP. It uses Mysql, gd and zziplib. It supports directory scanning, ZIP file upload, user comments, ratings, on the fly localization, popups, easy navigation, ... It's CSS tweakable, the output is XHTML 1.0 validated (tested with IE, Mozilla, Opera, Galeon, Konqueror, ...), and an install script makes it easy to setup.
