This code checks all incoming calls to that url for the file, and if it is not from your site then it sends them a message, logs it to the database table and then redirects them to your site front page or page of choice. As a bonus, it also records all successful downloads into another table, so you have a record of files downloaded from you, so you could for example have a top 10.
